Anyone know of company that couldn’t raise $ for shares?

I see these companies who just go from $10,$5 to $1 and every time they still raise money for shares. Does anyone have an example where they couldn’t raise the $? Like they wanted another 50 million$ for 50 million shares but it just wouldn’t happen?
