Why does SNAP has such a lower bound price?

Since June-August 2022, the stock price of Snapchat has been moving around the $10, without important fluctuations.

Why such a low volatility? Even before 2020, the price seemed pretty stable.

I am just wondering if it’s a good time to invest some, seeing the recent drop.

Any thoughts?
