What kind of app provides this type of scanner that gives live High/Low tickers?

I tried multiple apps and couldn't find the right one. I am not looking for a “list” of top performers or top gainers. I am looking for a scanner along like this:

When it goes live, it spits out trades that have been triggered by the condition I have set. Price range, volume, etc.
