Who are the analyst/authority who estimates a company’s earning expectations?

I keep hearing this news a lot that company missed or exceed the earning estimate.

Who is the authority that makes this expectation? Why does everyone in the world trust their expectation? Do they have some kind of official exclusive approval from the company or the govt to make these predictions?
