Sale question

I have a bunch of random individual stocks I bought over the last 2-3 years. I would like to sell them and buy ETF’s, but I don’t want to end up paying a bunch of taxes. I am down 8.6% in the last three years, if I sell the stocks at a loss, do I still get taxed on them?
