Should I invest $1000 into $VOO before $QQQM?

Should I invest solely in $VOO until I reach $1000 invested then invest in $QQQM 80/20 or should I start investing in $QQQM once I reach $500 invested in $VOO?

I’m dollar cost averaging and buying fractional shares
