Buying a used car, should I sell VZ -20% in 1.5 yrs or sell something that is up?

Average joe, not particularly rich or poor, I've done pretty well the last couple years with stocks and things have recovered pretty well in my portfolio. Everything is green except VZ which has been consistently at -20% for the last year and a half at least. I've been wanting to get rid of it because it is not doing anything. As a general strategy is it a good idea to hang on or dump it and use the money elsewhere for the down payment on a car? Realistically I will sell more than just VZ but want to know if I should dump the loser.

Probably going to get a $25k car, and I'll likely pay cash for most of all of it considering interest rates currently.
