Calculate shorted SP w/ majority shareholding

Is there a way to calculate how much the share price would be if all reserved for issuance shares are used to short the stock? Lets say there’s 260,000,000 shares held by a majority shareholder. And 35,000,000 reserved for issuance. Stock started trading at 0.50.
Would the SP only go so low because of the majority shareholding?
This is a hypothetical example.
Options, warrants, & naked shorts aside.
