Why are NASDAQ-100 index funds expensive compared to SP500 index funds or total market funds?


The cheapest ETF I can find that tracks the NASDAQ-100 is QQQM, which has an expense ratio of 0.15!!! Meanwhile, I know of three index funds that track the SP500 which have much lower expense ratios. SPY (0.09), VOO (0.03) and IVV (0.03). Why hasn't anyone come up with a NASDAQ-100 index fund with a similarly low expense ratio?
