Confused as to when the recession is actually here. When can we say Ok we are in a recession?

Stocks are down. Some of them down over 70%. Major companies are doing huge layoffs. Yet in the news people are still debating if we are going into a recession or not.

What criteria has to be met so that we can confirm that we are in one? Things seem bleak for markets, yet the worse is yet to come?
