What is the best way to measure the relative % change of a stock over a given time?

I’ve been learning about trailing % limit orders, and see recommendations to set them somewhere between 5% – 15%. Since some stocks are more or less volatile, what is the best way to choose the limit %? Obviously there is a need to compromise between limiting losses and not selling immediately if a stock trades with higher volatility. Is %R the right metric?
