Withdrawing from Stocks and Shares ISA UK

Hi all!

I have two Stocks and Shares ISAs. One was opened in April 2020, and the other in April 2022. At present I am only depositing in the 2022 one. I was wondering whether I can withdraw money from the 2020 one? I know I can't deposit into the 2020 one but there's no mention of withdrawal. Will I get penalised for the withdrawal?
