Why is a $1.2bn company up 25% over an insider purchasing a measly $250k worth of shares?

What news am I missing over $CLOV? News comes out that a director buys $252k worth of shares and the stock jumps 25% pre-market?
 
Seems like a surefire win for puts but I know it was a part of some of the meme mania last year so is there something we're missing?
