Loss Limits. When do you sell a losing Stock/ETF?

Just started investing in February and have gotten conflicting advice for when to dump a losing stock. Would love to hear when everyone makes the decision to cut losses particularly in a bear market. Do the rules change in a bear vs bull? Do you invest more to lower your price point or does this just get you over invested in a loser? Is it case by case?
