Is there a strategy/element to buy at an ATL?

All time lows. Dreadful for most, but is there a positive?

I understand the aspect of a good entry, but how do you justify it? While I know there is potential upswing, I would personally be worried about a continued downtrend. What are some hallmarks for making it a viable strategy, or not. Would just like some outside perspectives or ideas.
