I’m being withheld 30% on all my dividends and interests. Can I recover that money?

I opened an account on the American broker TD Ameritrade a couple of years ago and I were using it to save in ETFs and stocks.

I'm not a resident of the USA so I opened the account with the IRS form W8-BEN.

I'm being withheld 30% on all my dividends and interest because of this. As I'm not required to pay taxes on the US and I pay all of them on my country of residence, is there anyway to recover that money? Any hint on what the procedure would be?
