Do non US stocks simply have better dividend yields because they are less popular?

For example, I look at Randstad. A Dutch company that you'd be in contact with if you'd want to have a temp job, they also do some recruiting for young professionals nowadays with their Subsidiary called Yacht (and they do a bunch of other stuff). They're well-known here.

I look at their dividend yield and it's almost 10%! This is not a REIT or anything. Moreover, their stock price has been relatively stable for the past 5 years and based on what I can see their dividend yield was quite stable as well.

Ah, it might seem they operate a bit as a REIT in the sense that they do pay out all their EPS as a dividend as well. See: https://www.dividendinfo.nl/randstad

Still the question remains: are non US stocks better value because they're less popular? (this would be especially relevant with dividend investing)
