Are legitimate companies pushed by telemarketers?

I got a second call today about a newly listed company and I found it weird to be cold called with stock tips.

I have a WSJ membership and the first caller said that's where they got my number.

The second caller has a pretty decent knowledge of the business, it's backers, the industry, and expected catalyst, but again, I just find out odd.

Is this normal?
